Sri IYR Krishna Rao, IAS (Retd), belongs to 1979 batch, AP Cadre. He was born on 22.01.1956. He did his schooling in his Native Village and Graduated from Sliver Jubilee Government College, Kurnool, a College specially started by the Government of the Andhra Pradesh, which was residential in nature and the selection was based on Merit. He did his MA in Economics from SV University – PG Centre, Anantapur between 1975 – 1977.
Having worked briefly as an Assistant Development Officer, AP Industrial Infrastructure Corporation between 1977-1978, he got selected as an Income Tax Officer in the year 1978 and while undergoing training got into the IAS in 1979.
He started his career as Sub Collector Vijayawada and after working as Joint Collector in two Districts of Nellore and Kadapa, became District Collector Khammam and Nalgonda.
He came to the State Headquarters and held important assignments as Commissioner, Horticulture, Managing Director, AP Civil Supplies Corporation and after a brief stint in Government of India in Ministry of Education came back to the State and worked as Secretary, Panchyati Raj and for a long time in the Finance Department as Secretary Finance Department.
He held the post of Executive Officer, TTD with distinction from 2009-2011 and then after working as Special Chief Secretary Agri - Cooperation and Marketing for about 2 years, he became the Chief Commissioner of Land Administration, a post next to the post of Chief Secretary in terms of Administrative hierarchy.
When Andhra Pradesh became the separate State on June 2, 2014, he became the first Chief Secretary of the new State of Andhra Pradesh and demitted office on 31.01.2016. on attaining the age of superannuation.
During his career of over 36 years, he held number of important positions in the Government and was instrumental in taking up a number of schemes and programmes keeping in mind the Welfare of the people at large.
He streamlined the Civil Supplies chain as Joint Collector and as Collector took up Road Side plantations with beneficiaries involvement creating Revenue Stream under the food for work programme.
Since Khammam District is predominantly inhabited by the tribals, he took up a number of measures for the Welfare of the tribals. As Commissioner of Horticulture, he was instrumental in the construction of small irrigation systems, plantation schemes and forest produce collection and marketing, promotion of floriculture in and around Hyderabad, under the Green Houses and also large scale usage of Drip and Sprinkler irrigation in Horticulture plantation and Vegetable Crops.
In the long stint of about 5 ½ years in finance, he was instrumental for Financial support to different Departments in terms of budget allocation strictly based on output based expenditures and in streamlining Budget release to facilitate quick and proper fund releases to different Departments.
TTD is as good as running a full scale Government. As Executive Officer TTD he was instrumental in starting Naada Nirajanam, Seghra Darshanam, stream lining of the tickets for different Seva and taking up of Dharma Pracharam and Hindu Dharma Propagation. As the Chief Secretary of Andhra Pradesh State after division he focused on sorting out issues between the New States of Andhra Pradesh and Telangana, promotion of industry in the newly formed State of Andhra Pradesh Infrastructure projects and General Administration. He was instrumental in giving the administrative set up a direction in the State of Andhra Pradesh after bifurcation.
After retirement he is presently working as Chairman, AP Brahmin Welfare Corporation a State Government undertaking trying to ameliorate the conditions of the less endowed members of this community. He is also associated with Bharitya Vidya Bhavan, Hyderabad Kendra as its Chairman.
He is a man with social concern and is interested in areas like eradication of Corruption, transparency in public life and initiatives of giving back to the Society by those who have taken from the Society.
